The HSA identified the urgent need to replace its core compliance and business application and digitise core business operations. It was operating with a 10-year-old legacy platform that could not easily adapt to organisational transformation and increasing business requirements, with a number of additional disconnected systems requiring additional manual data entry. Without a unified data source and robust analytical capabilities, the HSA struggled to effectively make data-driven decisions to increase efficiency in its operations.
The HSA partnered with Codec to provision a fully integrated Regulatory and Case Management platform supporting the processes and requirements of the Authority, delivered in three phases. The platform, Córas, was developed by Codec utilising low-code/no-code design principles for faster application creation and future proofing. It now supports the HSA Contact Centre and Inspectorate Business Units, comprising Occupational Health, Occupational Safety, Market Surveillance and Chemicals and Industrial Products divisions. Phase 1 has been successfully delivered, establishing the core platform and strengthening internal operations. Phases 2 and 3, expected to be completed by the end of 2025, will enhance customer-facing capabilities.
Córas represents more than just modern technology – it will empower the HSA's dedicated teams to carry out their tasks faster and more efficiently, enhance engagement with the businesses it inspects, make better informed decisions due to having all the required information at hand, and ultimately better protect the health and safety of workers across Ireland.
The HSA’s core regulatory functions (Occupational Safety, Occupational Health, Chemicals and Industrial Products, and Market Surveillance) now enjoy operational efficiency through Córas. The system is targeting future 30% efficiency gains through planned mobile capabilities, customer portals, and real-time data entry for inspectors. Furthermore, thanks to now having a single, authoritative data source, the HSA can analyse consolidated data sets that help enhance operational efficiency and strengthen regulatory oversight.

Leveraging Microsoft's ecosystem, Codec built Córas as a modern, integrated platform to digitise HSA's regulatory operations. Using Low-Code/No-Code principles, the solution combines Dynamics 365 and Power Platform capabilities with Azure services to deliver a comprehensive case management system.

After a comprehensive testing stage and training for staff, Phase 1 of the project was successfully rolled out in April 2024. Thanks to Córas, the HSA has already experienced significant operational improvements.
